Incumbent City Council member Kathy Stewart is seeking her second term representing the district that includes Lake Highlands. She faces challenges from two candidates.

Why do you want to be a member of the Dallas City Council, and why are you the best person for the job?
After 40 years of living in this neighborhood, raising our family here, owning and running Highlands Cafe for a decade, and addressing community issues as the Executive Director of the Lake Highlands PID, District 10 is truly home to me. I understand where we need to tackle crime and which areas need revitalization. I also know what tools and resources are availaible to drive these improvements. Partners such as DPD, the PIDs, RISD, property owners and managers as well as residents and City staff all make a difference in this District every day. Residents of this district understand that community makes us strong so we seek out ways to work together as a community and to support each other. I know this District - now better than I did two years ago - and I know I can make a difference.
What is the single greatest challenge for your district and how will you address it?
Certain areas in the district - particularly along Forest Lane, the 635 corridor, and sections of Greenville and Abrams - struggle with high rates of homelessness and crime. I am collaborating with property owners, neighborhood leaders, city staff, and other stakeholders to find effective solutions to these challenges. The dedication and enthusiasm of those participating in these discussions give me confidence that we can make meangful progress.
What do you see as the greatest opportunities to grow our city's tax base?
I see many opportunities to expand the City's tax base by fostering and encouraging growth in both new and existing businesses as well as promoting high density development and infill development. It is essential to work closely with developers and the business community making sure we are removing barriers to their growth. In District 10 there are aging multi-family complexes along key corridors that present opportunities for redevelopment, increasing both quality of the property and property values.
What is your political party affiliation and what role will that play in your job as a council member?
As a councilmember, I believe its essential to remain nonpartisan. Our responsibility is to focus on city matters- maintaining infrastructure, improving parks as well as prioritizing public safety. My role is to, as they say, "stay in the lane of the city" and not overstep into issues that fall under the county, state, or federal jurisdiciton.

Why do you want to be a member of the Dallas City Council, and why are you the best person for the job?
I am running for Dallas City Council because I believe in building a stronger, more equitable community that prioritizes health, economic development, and financial literacy. Growing up with health challenges and overcoming adversity has given me a deep understanding of the need for policies that support working families, small businesses, and underserved communities. My experience in construction consulting, education, and business communication has equipped me with the skills to address infrastructure needs, advocate for educational reforms, and support economic growth. Additionally, my passion for community development and affordable housing solutions makes me uniquely qualified to serve District 10 effectively. I am not just running to hold a title—I am running to deliver real change, ensuring that Dallas is a city where every resident has an opportunity to succeed.
What is the single greatest challenge for your district and how will you address it?
The greatest challenge in District 10 is the growing affordability crisis, which is making it difficult for families and individuals to afford housing while also limiting economic mobility. As a city council member, I will work to expand affordable housing options by incentivizing responsible development, promoting Community Development Corporations (CDCs), and ensuring that new projects include workforce housing. Additionally, I will advocate for policies that protect long-term residents from displacement, support first-time homebuyers, and create pathways for small businesses to thrive. Economic development and financial literacy programs will also be key to helping residents build generational wealth and avoid financial hardship.
What do you see as the greatest opportunities to grow our city's tax base?
Dallas has significant opportunities to expand its tax base through strategic economic development, investment in infrastructure, and support for small businesses. Encouraging mixed-use developments, revitalizing underutilized commercial spaces, and promoting business-friendly policies will attract new industries and create jobs. Additionally, leveraging the city’s vacant land—through smart zoning policies and public-private partnerships—can increase property values and generate more tax revenue. Supporting entrepreneurship, particularly in historically underserved communities, will help stimulate local economies and ensure that growth benefits all residents. By focusing on sustainable and inclusive economic development, we can expand our tax base without disproportionately burdening homeowners.
What is your political party affiliation and what role will that play in your job as a council member?
Dallas City Council elections are nonpartisan, and my focus will be on practical, community-driven solutions rather than partisan politics. While my values align with ensuring economic opportunity, social equity, and responsible governance, my priority is serving the residents of District 10. I will work across ideological lines to implement policies that improve affordability, enhance public safety, and drive economic growth. My goal is to bring people together to solve problems, not to push a partisan agenda. Local government should be about effective leadership and tangible results, and that is what I will deliver as a council member.
